Welcome to our Dragon Ball Super Card Game Fusion World Meta Tier List! In this meta report, we will look at the best Leaders and decks of the DBS Fusion World metagame.
Meta Overview
As expected, the new Black Color is shaping up the new metagame in Raging Roar, both due to being the shiny new toy we get to play with, but also because it is solid overall. Currently, its biggest weakness is the lack of flexibility when it comes to building your deck. It seems like you have to run the energy marker synergy, which already eats a large chunk of your deck, with FB03-121 and FS05-11 on top at the very least. Sprinkled the support card for draw, alongside some utility such as FB03-123 and you quickly get to 51 cards.
Eventually, I expect this predictability in how both black leaders play to be a problem, as the metagame should be able to adapt. Already, we can see some blue leaders pack the same tools they used for FB02-013 in the previous set, this time targeted at FB03-140, the key to a black deck's success.
Amongst the other new leaders, none has really managed to shine yet. Indeed, apart from FB03-027 placing in Perth Regionals top 8, we still have to see FB03-001, FB03-078 or FB03-053 do something meaningful. Even when scanning through social media, these leaders were not particularly discussed, outshone by the powerhouses in their color : the dominant leaders from Blazing Aura.
Overall, the early metagame of Raging Roar is similar to what we had at the end of the previous set, with the best leader from each original color (FB01-070, FB01-002, FS02-01 and FS04-01) still in the mix. It is a bit early to say if these are still the best due to the community picking them based on comfort, or for their power level in the new set. I would vouch for the second option myself, but we have plenty of tournaments coming soon to give us a definitive answer.
This short report is by no mean a final landscape of the Raging Roar metagame, rather a first look at what the upcoming tournaments might feature in terms of leader popularity or dominant synergies.

Disclaimer and Tier Explanations
Tier 1: Decks shaping up the early metagame and looking dominant in tournament so far. Their synergies are either solid overall, or match very well against a very popular opponent.
Typically, other decks might think about including some sort of tech cards to edge against these builds.
Tier 2: Good decks, able to compete with the right build, but lacking a little something compared to the tier above. It can be a difficult match-up holding them back, a lack of raw power to dominate most opponents, or simply some play-patterns they can't answer efficiently.
Tier 3: Solid synergies but either not suited for the current metagame, or unreliable compared to other decks. The foundation is good, but the balance, or the power ceiling might be slightly worse than decks in the higher tiers.
Tier 1
Bardock
Many, myself included, expected the other black leader to be in this position, but hitting for 25,000 with your leader is a big difference maker for a color only able to bring pressure right now. Indeed, even if you can remove opposing battle cards through FB03-137 or FB03-125 in the midgame, even block an important attacker with FB03-123, black decks are all about tempo right now.
With this in mind, and considering the 15,000 power buff FB03-140 can get from FB03-104 gets denied by Blue throwing it back under the deck, Black to your hand or Yellow locking it in rest mode, hitting harder is the name of the game right now.
There is little chance black decks will change much in the near future, considering the restricted pool of cards they have to use. Then, apart from the need to find four copies of FB03-140, investing in the color appears to be a relatively safe bet. That is, if you believe FS05-01 will remain on top for the upcoming tournaments.
Android 17
With a FS05-01 mirror match in the finals in Perth, I could have given the black leader the only spot in tier 1, so let's explain why the Android synergy is joining them.
First, FB01-070 is the only other leader to have two representatives in the top six of that tournament, at five wins and a loss, totaling 10 total wins against the 11 of both Bardock's players in the top eight.
Sure, one could claim the green deck was a comfort pick, so benefited from all the experience the players got during Blazing Aura, but it's not like black was a puzzle to build or play either. Then, looking at the rest of the popular leaders, we can see plenty of good match-ups for FB01-070 lining up. Indeed, with the blue crew positioning itself as the potential black counter, thanks to several ways to remove 3 and 4-cost cards without the need to attack into it, the environment might improve for green players in the near future.
There is also the possibility to see the amount of FS05-01 players increase, but there are only so many copies of FB03-140 available.
Tier 2
Vegeta
The Satan City synergy had a lot of people hyped about the future of the blue color, but it seems like the starter is once again at the top. Simply put, the tempo Satan City generates is often outmatched by other decks, so dealing with their development if the better way to go.
Fortunately, blue has plenty of tools to keep FB03-140 in check, making a black opponent a decent foe. FB01-168, FB02-061 followed by FB03-039, or helping the 4-cost with FB02-062, even FB01-050 if you fancy adding that to the mix.
The arrival of the new color has limited how many of FB01-070 are in a tournament, which is great news for blue leaders. If the metagame keeps featuring more tempo oriented leaders, FS02-01 should keep thriving in the near future.
Son Goku : GT
So far, the father is more popular than the son when it comes to tournament popularity, which naturally impacts the results of both. Still, with the best performance for FB03-104 being only a 4-2 score in the Perth Regionals, the other black leader isn't worthy of Tier 1 yet.
It might get there in the future, if the leader ability proves to be as good as many expected during the reveal season. Yes, this is about the only thing separating FB03-104 from its father, as both decks are extremely similar, with only FS05-07 being changed as it makes no sense to run in this one.
Beerus
FB03-001 has yet to shine in this new set, only posting results in store tournaments in Japan, which keeps FB01-002 the best red leader for now. However, even if the God of Destruction still sees plenty of play on the online ladder, the first tournaments were pretty disappointing, as the seven players bringing FB01-002 in Perth failed to make it into the top 8. As such, the red leader still has to prove it can thrive in this new environment, particularly against the black newcomers, to return to its former glory.
There were some interesting lists coming out of Japanese tournaments though, featuring the new cards to build a very resilient core. Nobody expected a ton of new cards to make it into the already existing red decks, so the additions of FB03-009 or FB03-018 are the big changes to note.
Frieza
There were 11 players on FS04-01 out of the 55 attending the first Raging Roar regional tournament in Perth, and none of them made it into the top 8, signing the worst performance for the yellow villain in a long time.
I have to admit I'm a little confused to see it happen, as I feel the deck improved with the new expansion, particularly against 25,000 power leader, one of the deck's big weaknesses in the past. Indeed, the addition of FB03-089 allows bringing the heat onto your opponent, when the previous 4-cost were mostly defensive options. With this new double attacker in the mix, FS04-01 positions itself as the best aggressive deck on this list, filled with a lot of midrange builds.
A lot of things can explain this bad performance, such as the match-up against black leaders not being so simple, due to FB03-137 being a great tempo tool in their favor, while the rest of the meta isn't particularly friendly either. If only FB01-070 remains as a good match-up, the rest being defensive blue, tempo black or FB01-002, maybe FS04-01 won't make it to the top like it did during the previous two sets.
Tier 3
Out of the other leaders in the game, only FB03-027 and FB0B-036 managed to place in the top 16 of the first regional tournament, showing the blue color has some interesting tools to perform in this metagame. You can check their builds here
Based on store tournament results, I could have placed FB03-001 in this third tier as well, the red leader winning several store tournaments with double-digit players attending. Here is a place to get some idea about the current FB03-001 decks.
I'm not sure any of those are refined yet, so I refrained from featuring a certain deck for leaders in this tier. Once more tournaments have been played, I will make sure to share the best performing lists and update this report with more leaders !
Closing Words
So far, the early stages of the metagame are pretty similar to Blazing Aura with the black color added to the mix. The main difference is that with FS05-01 able to hit for 25,000 once awakened, the defensive leaders have a tough one to defend against. As such, the focus of this new set seems to be the ability to control certain cards, particularly 4-cost (FB03-140, FB03-009 amongst others) rather than tanking the hits.
Plus, the draw potential increased with these new cards in the mix, and other additions such as FB03-042 for blue, so it is much harder to run your opponent out of cards without pressuring them.
